Pretty much. There should always be three people trackside. One will be racing around the circuit. One will have the other timing chip on ready to receive the baton and start their lap. The last will be resting ready to take the chip from the person that has just finished their lap and get ready to go next.
The resting person will also have the clipboard timing that lap.
The person going track side changes places with the person leaving although depending on where that is in the cycle they can slot in anywhere really.
