CRB (police checking) - 18:25 19 Jan 06
This is an action item from the meeting. I think this closes this item down now however please post a reply if you have an questions/comments.
Executive Summary: It is not worth doing CRB checks yet as the public has no way to check up on us.
Longer Version: I hope I can explain this right! There are two main types of checks in the UK:
Subject Access - A check can be done by going to your local Police station, paying £10 and getting a report on any records that that police have on you. This check is part of the Data Protection Act of 1988 and is used by prospective employers, visa or immigration authorities etc.
CRB (Criminal Records Bureau) - This check is specifically for people who work/deal with children and "vulnerable adults” and so is probably the one Cskate should be looking at. To obtain a CRB check an organisation has to be registered with CRB and sign up to their Confidentiality and Data Protection agreement, this is pretty heavy stuff! An organisation must then do a minimum of 100 searches per year, something Cskate cannot do! In situations like this we would have to do our checks through an Umbrella organisation. Checks usually cost £29 for a standard CRB check per person, going through an Umbrella organisation would add £15 admin charge to this however as we are a voluntary organisation the £29 would we be free just leaving the £15 per person charge.
Unlike a regulatory body, you are not signing up to a register when you do either of these checks, they are designed to be one off checks that a company/organisation would do for new members however this also means that there is no place to check that someone's CRB check is legitimate.
e.g. For a company with an HR department a CRB check could be done as part of the hiring procedure, the relevant forms sent off and the check come back to the HR dept. who would then green stamp you (or not). The CRB check is then given to the person who is checked and all the HR dept. should hold onto is the record number of the check and date, they should destroy all other records.
If we were to implement CRB checks within Cskate we could certainly have a dedicated person that organises/deals with this however from an outsiders point of view it is just our word that we are CRB checked, we cannot by law show them anything to prove it (Confidentiality and Data Protection agreement) and they cannot go to a regulatory body to check up on us. In short it is pointless and much more worthwhile spending £75 (£15 x 5 people) on cskate insurance.
