Not sure what rules you need, most information is up on the Berlin Marathon website although other information will come as part of the signup pack if I remember correctly. They are very good like that
You have run marathons before so I'll just concentrating on the things that maybe different... You MUST have a helmet, no helmet, no race. The start is staggered into 7-8 groups depending on what time you have put down for previous races. Don't worry about being in the last two groups that were most people are and it's a real mix. You can massively improve your time by drafting other skaters. If you can't draft then it's a good thing to learn before then.
Most of all though, have fun! Advice kinda depends how serious you want to be but Berlin is a great race (second perhaps to Goodwood Roller Marathon ) and very flat
