I can't see an answer. For me, people just need to be aware of whether they've managed to block the whole track. It doesn't really matter where the gap is, as long as there is one. Maybe something as simple as 'don't skate within 2 metres of the side of the track is enough, then we can scoot around the outside? Otherwise you need something like a chalk line to show the 'speedy' route and slower skaters have to avoid it. Trouble is, that's a lot of chalk, and if it rains, it's useless.
I agree that the faster skaters have an obligation to be wary of the slower ones, but equally I think the slower skaters need to be aware when they've managed to block the whole track. (Note I didn't skate this year, and I only had this issue once in 2009.)
