Looking further into the device, it appears to be made for skateboards. The hex key sizes are wrong for inlines. The axle rethreader is the axle thread size for quad and skateboard trucks.

Re:Bearing tool recommendations - 14:17 26 Mar 11 The two Sonic Tools at Hockey Range at Bisley may be worth looking at. Again the better (more expensive) tool seems to have the wrong hex wrench sizes with a bearing extractor, but they are local enough to take a look at, and have evening/weekend opening times.
